OCEANSIDE IS ONE OF THREE DISTRICTS IN THE SAN DIEGO COUNTY TO BE HONORED FOR OUR ARTS PROGRAMS. WE OWE SO MUCH TO THE OCEANSIDE MUSEUM OF ART, ARTISTS ALLEY, AND THE MURAMID MURAL MUSEUM AND ART CENTER. THE IMPACTS  OF OUR PROGRAMS FOR THE LAST DECADE HAS PUT THE OCEANSIDE CULTURAL ARTS DISTRICT DOWN TOWN ON THE ARTS MAP OF CALIFORNIA.

Newly launched program celebrates the state’s diverse and abundant cultural treasures
SACRAMENTO, CA – The California Arts Council has announced the 14 districts that will serve as California’s premier state-designated Cultural Districts, highlighting thriving cultural diversity and unique artistic identities within local communities across California.

• The BLVD Cultural District, Lancaster – Los Angeles Region
• The Calle 24 Latino Cultural District, San Francisco – San Francisco Bay Area Region
• Downtown San Rafael Arts District, San Rafael - San Francisco Bay Area Region
• Eureka Cultural Arts District, Eureka - North Coast Region
• Grass Valley-Nevada City Cultural District, Grass Valley/Nevada City - Gold Country Region
• Little Tokyo, Los Angeles – Los Angeles Region
• Oceanside Cultural District, Oceanside – San Diego Region
• Redding Cultural District, Redding – Shasta Cascade Region
• Rotten City-Emeryville Cultural Arts District, Emeryville - San Francisco Bay Area Region
• San Pedro Waterfront Arts, Cultural & Entertainment District, San Pedro – Los Angeles Region

A Cultural District, as outlined by the program, is a well-defined geographic area with a high concentration of cultural resources and activities. Each of the 14 districts will receive the designation for a period of five years, per state legislation. Designation, under this pilot launch of the program, includes benefits such as technical assistance, peer-to-peer exchanges, and branding materials and promotional strategy. The Council has partnered with Visit California and Caltrans for strategic statewide marketing and resource support.

Originating with the adoption of Assembly Bill 189 in 2015, authored by Assemblyman Richard Bloom, the California Cultural Districts program aims to leverage the state’s artistic and cultural assets. Aligning with the mission and values of the California Arts Council, the districts will celebrate the diversity of California while unifying under an umbrella of shared values—helping to grow and sustain authentic grassroots arts and cultural opportunities, increasing the visibility of local artists and community participation in local arts and culture, and promoting socioeconomic and ethnic diversity.

Districts will also play a conscious role in tackling issues of artist displacement.
Pilot cohort districts will offer feedback to the Council to ensure the subsequent launch of the full program in 2019 will be supportive, accessible and appropriate for all types of cultural centers.
The 14 districts that comprise the program’s first cohort were selected with variety in mind, intended to help tailor the program to meet the complex needs of a state kaleidoscopic in nature. Districts range developmentally from emerging to established; include an emphasis on cultural consumption, cultural production, and cultural heritage; and are located in urban, suburban and rural areas.

“State-level designation of Cultural Districts, with California’s diverse geography and regional variety, allowed for an entirely new and comprehensive look at our deeply valued cultural assets,” said Donn K. Harris, California Arts Council Chair. “Each community's personal and generational commitment to these assets speaks of a state deeply invested in the places and people that celebrate local traditions and creativity. Our goal with the pilot launch of this new program was to support a group of districts that met high but broad standards of coherence, vision, and purpose – ones that could set an example for districts that will follow as the program develops and grows.”
“These Cultural Districts showcase California’s cultural diversity and vibrant experiences," said Caroline Beteta, president and CEO of Visit California. “The districts are one more way to highlight the one-of-a-kind places throughout our state that inspire residents and visitors alike.”

Selection for the California Cultural Districts was conducted through a multistep process, including an open call for initial letters of intent, a peer panel review, site visits for semi-finalists, and an invited finalist application. The program was highly competitive and received interest and submissions from dozens of communities across the state.
Harris added, “We know there are many gems waiting to be polished, and the California Arts Council is committed to providing support and ongoing service so that all deserving districts have the opportunity to be recognized. We will continue to encourage local efforts that address the social and economic challenges and opportunities that may arise as these districts evolve.”
Additional new districts will be eligible to apply for state designation in 2019 through a finalized certification process.

Oceanside Arts Commission Notes on Meeting for April 3, 2017

Meeting started at 3:10 PM

There was an introduction of two new members to the Arts Commission. Maria Mingalone the new Director of the Oceanside Museum of Art and Valerie Brockbank a new resident to Oceanside of one year ans is a writer.

The City Engineer Steve Strapac was also in attendance.

Item 1. Consent Calendar Public Comments there were none.

Item 2.

a. The Minutes were approved

b. The Financial report was approved and commented that there were monies still available for

other small dispensations.

Item 3. Studio Ace Information information was in the Packet of staff reports https://www.studioace.org/history/

Item 4. Election of Vice Chair. Robin Goodkind was elected Vice Chair

Item 5. Oceanside Mural Initiative update: There have been a selection of 11 Artists out of 32 who submitted applications. Phase Two is underway with a reception at the Star Theater for ongoing support of the OMI.

6. Days of Art Update for request of financial help for fees associated with the event. The discussion which followed with the request of monies currently in excess in the Commission's Capital Funds of 1500. to be given to OCAF for help with the City Fees for this event.
7. American for the Arts Convention Information. The Convention to be held in San Francisco. The discussion which followed concluded that C.J. Dimento would be a great representative for Oceanside to attend. It was not sure if she could have the approval for this expense from the City.
8. CA Arts Council Cultural Districts Pilot Program Update: Oceanside did apply. A team will visit 30 Cities. Then they will target 10 Cities to visit again. The Visits will take place in April and May. http://www.cac.ca.gov/initiatives/cultdistricts.php
9. Master Plan for the Arts Update and Approval. The Cultural Planning Group has been chosen for the implementation of this vision for Oceanside. There was discussion about the various groups and committees which could and should be an integral element in this process.

   Jerry Kern The City Council liaison to the Arts Commission spoke about the integrity of the process and the long term commitment. “ The Steering Committee will be the “see it Through to the End” driving force.

The Consultant needs needs the bios of each Commissioner they should be short. Commissioner Mingalone wanted to make sure that folks who are not “art oriented” to be included. Again Councilman Kern stressed the importance of the economic importance and ripple effect of the Arts upon economic development.   

MASTER PLAN FOR THE ARTS CITY OF OCEANSIDE

This coming meeting of our Arts Commission for the City of Oceanside is one of the most important of the Year. April, 3:00 PM in the City Council Chambers.   

On this web site for the City you will find the Staff reports and the last one is the complete proposal for the Master Plan for the Arts for our City presented by The Cultural Planning Group located in San Diego.

It is 29 pages long and I would recommend to print pages 3 - 12  a good start for an overview of the project.

Report on December Oceanside Arts Commission Meeting

1. Public Comment

a) Ruth Jameson reported to the Commission that the Oceanside Friends of the Arts are now the facilitator for the First Friday Art Walks which have been held monthly. The new format will be quarterly, and it re visioned as The Four Seasons First Friday Art Walk.

2. Consent Calendar Items: Minutes and Treasure Report approved.

3. Discussion Items:    Joseph Owuondo from The Community Support Organization Information gave a short presentation about helping the Veterans and their families. Would like to collaborate with Community organizations to further their mission. http://www.comsupport.org/                                                                                                                                                                                                                                                    

4.  Action Items:

               1. Consideration of Report on Oceanside Cultural Art Foundation 2017 Days of Art. Dmitriy                                            Demidov _ OCAF President, Marketing & Publicity Committee Chair, Oceanside  International Film Festival                    gave background report on how the Days of Art Started and made the  point that it originally was the "Child" of                 the City Arts Commission and that the City made the   festival possible with financial help. He asked that this                      should continue as Days of Art has been in   the red for several years. That it is not sustaining in the present                           format of funding. The  Commission decided to fold this request into the letter to the City Council for the                           request for new  funding in the next years budget letter.  http://www.ocaf.info/   

               2. Approval of KOCT Mini Grant Closure. Jake Rush made a presentation of the Three  videos that were the                     rant project. The Art Walk, The Boys and Girls Club, and the Melba  Bishop Festival.                                                               http://www.koct.org/home  - Commission approved.

              3. Approval of Revision to Oceanside Theatre Company Mini Grant. 3500. was granted to The OTC for their                 Radio Play Program which was canceled. They would like to reprise this grant into another program.                                     Commission approved.

4. Consideration of 702 North Strand Bench Selection. Discussion to choose from 6 drawings of a bench for the North Strand venue. They spent about 10 minutes discussion the different designs and finality decided to let the Architect choose the one to place at this site.

The discussion was brief about the meeting, but there was communication about the possibility of An Arts/Cultural District.  Commissioner Joanne Tawfilis spoke to the possibility of having our City designated as a Creative City. https://en.wikipedia.org/wiki/Creative_city      Vincent Kitch spoke against these ideas ...he said that the Commission" would have their hand full with the Master Plan for the Arts".  Mr. Kitch no longer works for Carlsbad as Art Director and has his own  business as an Arts Consultant.

Discussion followed about an Ad - Hoc committee to research these ideas.

6. Consideration of Funding Request Letter to City Council.

There was considerable discussion about the prospect of asking the Council to consider a 1% fee for CIP projects in the City and also to think about a TOT revenue stream. Jerry Kern the new  City Council liaison to the Arts Commission spoke in favor of these considerations.

7. Mural Policy Update  The review of the policy is still ongoing.

8.Approval for RFP for Master Plan for the Arts There was discussion about the makeup of the Selection Committee which would decide which applicants to view and ultimately approve. There was suggestion that this committee should have City Stakeholders and public comments about the process of selection.
